Suppose Congress (or all the state legislatures) were to enact a law similar to China’s one child policy, that made it illegal for a woman to have more than one child. Please don’t tell me why this won’t happen, or whether it would be a good idea or not. My question is whether such a law would be constitutional. And if you say it would be unconstitutional, please cite the provision of the US Constitution that such a law would violate.

Where to apply for a tourist visa extension in NJ?

My mother in law is from China and she’s been staying with us for 4 months now helping to care for my son who’s 11 months now. She wants to stay on a little longer just to make sure we can get along without her but her visa ends in 2 months. I went through the extension process myself in China but I don’ know the equivalent of the exit and entry administration here and googleing didn’t go so well. Who has control over her visa if she came in at NY and she’s been living in NJ? Thanks for the help.
