Does anyone know about the new law regarding Temporary Drivers License in China?

I have read the article regarding this subject many times. however, i am unable to find a city that issues these licences. I am currently in Sichuan Province. i am guessing that they are the same cities in which you can acquire a regular license easily. Anyone have any knowledge about this new law and where it is applied.

Personally, I think it is a pathetic act. China does not have any protective or animal welfare laws so a lot of the people are going crazy with torturing animals. There are groups of people in China who are disgusted with the animal cruelty that occurs there. This dog slaughter is only the tip of the iceburg of the many cruelties performed on animals there each day. The US is not much better, even though we have laws to protect our animals. I am just so sick of the madness that occurs on innocent people (starving children, innocent bystanders killed during war, etc.) and on animals.

Did you know you need a permit to cycle across China from Beijing to Tibet?

I could start riding a bicycle from here (Pa) to California today without a permit.

My brother lives ad China and wants me to visit for the summer. He sent me a message last night on MySpace telling me about the plans to cycle from Beijing to Tibet, but then ran into the problem that we’re white Americans, and look like white Americans, so we’re going to have to dodge police so we won’t get thrown in jail…
This permit law is for everyone in China, not just tourists. Especially since my brother is now a China citizen.

It’s funny though because people complain that outsiders in America have to get a Visa or green card to come to the US for work or what not, but you need a permit just to go to another region there.
