go to control panel (icon with a chechmark and pencil)… open REGIONAL and LANGUAGE settings (globe that is held up by a stand)… go to the LANGUAGES tab (top-middle tab).. in TEXT and INPUT LANGUAGES, click DETAILS… select ENGLISH in the drop down menu. then in the INSTALLED SERVICES, remove everything except US keyboard (remove chinese if you don’t need it).. if you want to use speech recognition, don’t delete that too.

Yes, although in Chinese, your Windows XP will function as usual the English version.
