India is a democracy. They don’t feel the need to keep tabs on everybody. Thank God.

Yes, in China all citizens have an identity card. The identity card, aka Hukou, is linked to the city where they live/were born or in case they moved are registered now.
It is pretty well organized in fact, considering the number of people living here.
There are exceptions though and this mostly comes into play regarding people from the countryside that move to cities for work. (in China these are called migrants)
Their children are not always able to get ID cards as the bigger cities try to limit the number of “registered” persons in their area.
